- Program Manager, Policy and Campaigns, USA
This new position will work closely with HOPE staff, community members, and partners to develop equitable policies, create and win policy campaigns, and engage in policy implementation and enforcement. A key piece of the work will be ensuring community members have significant opportunities for genuine engagement, leadership, and ownership of HOPE’s policy work. HOPE’s policy work currently focuses on healthy retail, land use, neighborhood planning, and school food. Other policy and systems change initiatives may be identified in the future by community members, staff, and partners.

Essential duties and responsibilities
1) Lead HOPE’s policy development, participation in advocacy and campaigns, and engagement in implementation and enforcement (50%)
Work closely with community members, staff, partners, and other stakeholders to develop and advocate for equitable policies for Oakland residents experiencing the worst health disparities.
Once policies are passed, hold decisionmakers accountable for equitable implementation and enforcement of policies.
Work closely with other staff to ensure policy engagement, campaigns, and other activities are coordinated with other programmatic work, such as our leadership development curriculum and Healthy Corner Store Program events.
Support and serve as a thought partner to both staff and partners on: creating advocacy campaigns and strategies, conducting research and power analysis, identifying opportunities and allies, and recommending tactics and strategies to advance policy work. Develop work plans and delegate tasks to partners, staff, and consultants; follow up, track and evaluate progress, and fill gaps as needed.
Build and maintain relationships with public officials, community partners, and other stakeholders to build broad support for HOPE’s policy work and identify advocacy and organizing opportunities.
2) Ensure community members have significant opportunities for genuine engagement, leadership, and ownership of HOPE’s policy work (30%)
Work closely with Oakland residents and youth to ensure they are engaged through the entire policy change process.
Partner with staff to develop and implement community engagement strategies in support of policy work. For example: identify training and leadership development needs, inform and/or co-design training and capacity-building activities, and ensure community leaders shape, participate in, and lead HOPE policy work.
Develop communications and messaging materials to cultivate broad community understanding, support, and involvement in policy work. For example: conduct outreach, present technical information to community members, and get community members excited about attending City Council meetings.
Convene and lead workgroup meetings in conjunction with other HOPE staff around policy initiatives, including healthy retail, land use and planning, and school food.
3) Evaluation (10%)
Partner with evaluation team and staff to develop and implement evaluation plans to monitor progress, measure impact, capture lessons learned, and inform course corrections. This includes defining outcomes, indicators, and measures, developing and implementing data collection instruments, data analysis, reporting, and disseminating findings to HOPE members and external stakeholders.
Monitor campaigns as they mature and go through course corrections; recommend actions that result in increased collective impact across HOPE Collaborative.
4) Program documentation, fundraising, and administrative duties (10%)
Participate in HOPE staff meetings, managers’ meetings, and monthly Steering Committee meetings.
Write monthly report on HOPE’s policy and systems change efforts and progress towards work outcomes.
Assist HOPE Project Director with grant writing and reporting.
Write monthly newsletter article(s) and op-eds as needed.
Complete timesheets, check requests, and other administrative duties in a timely manner.
Manage programmatic budget as needed.
Other duties as assigned.
The ideal candidate will have the following qualifications
Education and experience
At least 3-5 years of experience in campaign development, policy advocacy, and/or community organizing
At least 2 years of experience working with low-income communities of color and youth in Oakland or similar community
At least 2 years of experience in program evaluation; experience evaluating policy and systems change efforts is ideal
Lived experience similar to Oakland residents experiencing the worst health disparities
Knowledge, skills and abilities
Exceptional project management skills with a focus on outcomes
Demonstrated success in campaign strategy development and wins
Experience working in food systems, healthy retail, land use, neighborhood planning, school food, or similar issue areas
Experience building relationships with city and county government officials; Oakland and Alameda County experience is a plus.
Strong interpersonal skills with a wide range of people and communities
Excellent oral and written communication skills
Deep understanding of racial, economic, and health equity and experience developing policy recommendations with an equity lens
Collaborative working style
Strong facilitation skills
Emotional maturity, integrity, excellent judgment

Proficiency in Microsoft Office
Knowledge or interest in food systems, built environment, and/or school food
Organizational relationships: The Campaign Manager reports to the Director and works collaboratively with staff on a daily basis. The Campaign Manager works with Steering Committee members, Youth Action Board members, HOPE adult members, and partners on a weekly basis.
Work environment: The position is based in an office building in Oakland, CA. The assigned workspace is in a shared office with a moderate level of noise and interruptions. The position will be required to work some nights and weekends as necessary, in keeping with City Council and other key partner schedules. Travel to other locations in and around Oakland will be frequent (approximately 30%) and required for meetings, outreach, events, and other community activities. There will also be out of area travel not to exceed 10%. A personal vehicle or public transportation may be utilized.
Physical demands: Employee must have the ability to travel to meetings outside of the office and operate a computer up to 8 hours per day. While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to handle or feel; reach with hands and arms; and talk or hear. The employee must occasionally lift and/or move up to 20 pounds. The employee must have the physical ability to occasionally navigate 3 flights of stairs if the building elevator is being serviced.
