The Service - Bi-Borough Children’s Department: Operations and Programmes Directorate
Westminster City Council and Kensington & Chelsea Council have entered in to new arrangements to share Children’s, Adults and Public Health services. As part of this new ‘Bi-Borough’ arrangement, we have the highest ambitions to deliver the very best for our children and young people. The newly formed Operations and Programmes Service, sitting within Children’s Services, works to help ensure that we excel in our work with children and their families.
Challenging the status quo and driving transformation will be at the heart of our remit. We will use performance information, business intelligence, customer insight and horizon scanning to inform the delivery of innovative service-led improvement across Children’s Services. Evidenced cases for change will then be implemented through high quality programme and project management practice. The Operations and Programmes Service will also support the smooth running of the Children’s Services “engine” - through business planning, managing and improving partnerships, coordinating customer insight, developing the workforce and maintaining effective relationships between Children’s Services and the two councils’ corporate centres.

The Bi-Borough Operations and Programmes Directorate is passionate about improving the lives and life chances of children and young people. Within this new Directorate sits the Business Intelligence and Strategy Team. The Head of Service is looking to permanently recruit to an exciting Senior Strategy, Partnership and Policy Officer post. This is a great opportunity for you to contribute to making a real difference in supporting two of the most diverse and densely populated boroughs in London - helping us in our work to provide every young person the opportunity to realise their potential.
In this role you will play a key role in the effective design and articulation of Bi-borough Children’s Services strategic outcomes and priorities, leading on research and oversight of relevant policy developments both nationally and regionally. You will seek feedback from services, benchmark performance and research good practice to provide evidence which informs commissioning and drives innovation and transformation. The role will make a significant contribution to the development of the Department’s key strategies, facilitating the service development, partnerships and governance activity required to ensure that these strategies are realised.
