The role of Policy and Public Affairs Manager is critical to the successful delivery of the Corporate Affairs strategy. A highly strategic, externally facing role, encompassing a wide range of senior level stakeholder engagement responsibility, and requiring a high degree of commercial acumen, the post holder will work across all Pfizer business units to support the development and delivery of high impact policy shaping programmes to support business objectives.
The post holder will:
Be responsible for developing and maintaining a diverse range of highly effective relationships with key influencing political and policy stakeholders relevant to business priorities and for facilitating appropriate dialogue with Pfizer UK business leaders
Be responsible for developing a systematic approach to Pfizer’s stakeholder engagement and managing accompanying processes to maximise external impact
Be responsible for Pfizer UK’s overall patient group engagement strategy
Develop impactful messaging and external policy and public affairs written materials on specific therapy areas and in response to government consultations
Be a champion for the highest levels of ethical practice and compliance within the Corporate Affairs department
Analyse long range financial forecasts for identified areas of responsibility in order to develop robust strategic and operational PAPA plans to support the achievement of business objectives for short, medium and long-term success
Have an in-depth understanding of the systems and processes in which the business has to operate in order to develop high impact policy shaping programmes and navigate complex engagement strategies – NHS, Regulatory, HTA, Manufacturing, Supply, Distribution, R&D
Be able to incorporate a broad range of relevant policy and business operation considerations in the development of strategic policy plans e.g. manufacturing, supply, distribution etc.
Work closely with Business Leaders in order to develop in-depth commercial understanding
Work closely with Policy Engagement and Analyst colleagues in order to develop robust supporting policy positions and creative propositions as relevant to respective area of the business
Work closely with wider PAPA Team to ensure tight co-ordination of business specific PAPA plans and One Pfizer industry level strategic priorities
Advise Senior Leaders on political and policy environment in order to inform development and implementation of robust PAPA strategies to support business success
Mobilise appropriate Corporate Affairs counterparts to deliver strategic engagement programmes that maximise reach and impact via all Corporate Affairs relevant audiences and channels – a truly coherent, integrated Corporate Affairs approach
Support the Team Leader Policy & Public Affairs to develop an industry-leading team
Key Accountabilities
Work closely with Therapy Area Policy & Public Affairs Managers to create, develop and deliver industry-leading strategic public affairs campaigns to support the achievement of business objectives – short, medium and long-term success
Develop and maintain positive, productive relationships with the Commercial Team in order to ensure comprehensive understanding of their business and relevant environmental factors
Work closely with the Commercial Teams, H&V and Customer Operations to develop relevant policy frameworks and propositions to advance patient access and ensure timely uptake of Pfizer medicines
Work in close alignment with the Communications and Colleague Engagement Teams to ensure a coherent, truly integrated approach to Corporate Affairs support – maximising reach and impact via all Corporate Affairs audiences and channels
Work closely with relevant colleagues to develop Pfizer positions/propositions that support a favourable access environment – short, medium and long-term needs
Establish Pfizer as a thought leader: encourage and advance public debate, secure industry policy leadership, achieving alignment on Pfizer-led positions (this is a fundamental objective of this role)
Build long-term advocacy amongst a diverse range of stakeholders including: Government, NHSE, DH, Parliamentarians, devolved nations, patient groups, third party policy groups (e.g. think tanks), trade associations (ABPI, BIA, APG), the academic, clinical and science communities
Ensure Pfizer are actively visible and recognised as contributing to relevant policy debate e.g. Parliamentary debates, legislation, consultation responses
Work with BU and communications team, co-ordinate relationships with patient advocacy groups and act as a main point of contact within Pfizer, understanding their priorities and identifying opportunities for partnership with Pfizer and solid communication on our policy and public affairs positions and activity
Work with Colleague Engagement Team to ensure we maximise reach of Pfizer positions and policy activities through colleague engagement channels, Ambassadors and initiatives
Enlist support from across all UK sites in order to ensure alignment and to maximise reach and impact potential across a diverse stakeholder network
Work closely with the Policy Analyst to provide timely horizon scanning and policy development insights to the business
Ensure UKMF, CALT and Regional and Global colleagues have timely awareness of policy developments, related positions and activities
Ensure tight co-ordination of stakeholder engagement, mitigating against overlap of relationships with other Pfizer colleagues and establishing rules of engagement in order to always represent a One Face of Pfizer to the Customer approach.
Skills, Knowledge, Qualifications and Experience
The Manager should have proven extensive career experience in the public policy arena, from a background such as life sciences industry, public affairs agency, civil service, political or think tank
The work covers the broad spectrum of policy, political and Government stakeholders, and will require an excellent grasp of healthcare policy in the broadest sense, and industry leading experience of public affairs and policy development
Demonstrated creation of, and leadership of, high impact policy and public affairs campaigns
Industry leading knowledge of market access policy development, its key drivers, thought leaders and NHS systems
Experience of working with patient advocacy groups, trade associations, and commissioning work from public affairs agencies
Political and Parliamentary process knowledge and an existing policy network of key stakeholders (from the groups set out above)
High impact influencing and negotiating skills
Excellent communications skills; verbal, written, presentation
Highly pro-active, self-starter able to work with minimal day to day supervision
Demonstrated record of developing networks both within and outside their organisation
Proven ability to work collaboratively with senior leaders
Effective planning, prioritisation and project management skills
Ability to work in a cross-functional, matrix environment
Strong analytical and critical thinking skills
This position holds a Global Job Level 090 and UK Grade 15.
