Principal Analyst
MACPAC

Description- Overview:

Qualified applicants for the principal analyst position must have experience serving in a senior leadership capacity. Because principal analysts are responsible for defining an analytic agenda in their areas of expertise, and directing as well as carrying out analyses to answer key policy questions, they must have strong knowledge of Medicaid and CHIP, sophisticated analytical skills, and superior written and oral communication skills. A graduate degree in health policy, health services research, public policy, public health, or a related field, and at least 10 years of health policy experience are desirable.

Major Duties

  • Contribute to the development of MACPAC’s research agenda by identifying focused lines of inquiry related to areas of Congressional or Commissioner interest;
  • Design, direct and conduct policy analyses and research projects on Medicaid and CHIP topics;
  • Conceptualize and develop content of MACPAC products (e.g. reports, issue briefs, memos, presentations, Congressional testimony, analyses of proposed regulations and reports issued by the Secretary of the U.S. Department of Health and Human Services);
  • Prepare analyses for technical support of Congressional staff;
  • Present analyses and other work at regular public meetings before the Commission, and to other professional audiences;
  • Represent MACPAC in meetings with Congressional staff, stakeholder organizations, researchers, government agencies, and others interested in MACPAC’s work;
  • Serve as a project team leader, including project planning for internal and extramural policy analysis and research, and communicating with team members;
  • Serve as project officer for external research and policy contracts;
  • May maintain databases and complete statistical reports and data summaries;
  • May use spreadsheets and statistical software to conduct statistical analyses; and
  • Perform other duties as assigned.

Knowledge and Skills

  • Significant knowledge of state and federal Medicaid and CHIP policy and program issues;
  • Strong skills in policy analysis including identifying important policy questions, marshaling evidence from multiple sources, and developing policy options;
  • Ability to effectively communicate orally and in writing, translating technical information into clear and concise information for lay audiences.
  • Ability to balance multiple project responsibilities;
  • Ability to act as a team leader and work collaboratively with other professionals;
  • Some positions may require ability to use spreadsheet software and statistical software packages (e.g. Excel, SAS, Stata) to conduct statistical analyses.

Experience and Education

  • Graduate degree in health policy, health services research, public policy, public health, public administration, statistics, economics, or other related fields.
  • At least 10 years of experience in policy analysis or research and expertise in a substantive area related to the Commission’s statutory mandate.
