The National Partnership is seeking an experienced, senior-level professional to lead our Health Policy team.

Position Summary

The Vice President for Health Policy and Programs is responsible for providing senior leadership and helping to shape strategic direction for the organization broadly, as well as specific strategic oversight, development and management of the organization’s health policy and programs, including initiatives on market reform, access and coverage, delivery system and payment reform, quality improvement--particularly in the areas of maternal health and women’s specific health needs throughout their lifespan, and advancement of patient- and family-centered care.

The Vice President for Health Policy and Programs reports directly to the president and works closely with the Chief of Staff and other senior leaders, and operates as part of the National Partnership’s executive leadership team.

Specific Responsibilities Include:

  • Strategic oversight and development of the National Partnership’s health policy programs; development of National Partnership policy positions and shaping of program goals and strategy consistent with organizational mission and objectives;
  • Helping to shape the organization’s positioning, national presence and advocacy role with all key audiences including policy makers, other advocates, the public, media, members, donors and activists;
  • Developing and implementing appropriate advocacy strategies, including legislative and regulatory initiatives, public education, and private sector partnerships;
  • Working with the President and other appropriate staff to identify and secure revenue and generate funding opportunities to support the organization’s health policy and program work;
  • Representing the organization and the organization’s president in public forums, in the press, in Congress and on selected taskforces, workgroups and committees;
  • Maintaining and enhancing communications and working relationships with key health care stakeholder groups, thought leaders and policy makers including members of the administration, agency staff, and congress, as well as key health care provider constituencies and other industry stakeholders;
  • Development, cultivation and strategic leadership of diverse coalition efforts;
  • Leadership, supervision and development of staff;
  • Providing direct support to the President in executing policy advocacy, educational activities, stakeholder relationships, speaking engagements, board and donor relations, and other activities as needed.

Qualifications
Candidates should have at least 10-12 years of experience in health policy issues, significant Hill or Administration experience a plus. This experience must include in-depth knowledge about the public policy process and a substantial track record of developing and implementing strategic policy initiatives as well as supervising teams of skilled professionals and mentoring junior staff. The candidate must also be highly skilled and have a demonstrated track record in cultivating external relationships and successfully leading diverse coalition efforts. Demonstrated planning and strategic management ability is essential, as well as strong communications skills and exceptional writing/editing skills. Candidates should also be able to work well in situations with tight deadlines and multiple priorities. Understanding of the National Partnership’s other key portfolios — Reproductive Rights and Workplace/Economic Security — a plus.
