Reports to: Director, Center on Public Opinion

Job Summary:

The Policy Analyst will work closely with the director of the Center on Public Opinion to provide Heritage staff members of Congress, the Administration, news media, and the American people with timely information on current trends in public opinion. The Policy Analyst is responsible for compiling public opinion data, conducting independent analysis, and summarizing findings.  The Policy Analyst also identifies trends in public opinion and the electorate, helps tie trends and learnings to Heritage priorities, and consults on implications and learnings on policy areas. In that capacity, the position will work closely with Heritage scholars to identify opportunities for further research and ways in which research analysis can contribute to and further key Heritage goals.

Job Duties:

  • Communicate effectively with the public, members of Congress and their staff, the Administration, and the news media
  • Provide insight about the relevancy, credibility, and support for specific policies, concepts, messages, and the language used to advance them.
  • Determine the potential impact that particular policies and messages may have on creating movement/action in the electorate.
  • Facilitate and coordinate public opinion research program in conjunction with cross-departmental teams and external market research partners, managing structure and flow of research projects/findings between vendor, internal parties and external stakeholder network.
  • Translate survey results and insights into actionable concepts and tactics.
  • Effectively interpret and communicate findings, and make recommendations based on those findings, across the Heritage team.
  • Play an integral role in educating and coaching peers and team members on attitudes and behaviors of the key constituencies as well as the American people more broadly.
  • Ability to present research findings to internal audiences with varying degrees of expertise and knowledge, and with differing goals and target audiences.
  • Draw insights from data and collaborate with team to develop effective marketing and brand strategies that integrate the full spectrum of Heritage’s media and marketing capabilities.

Skill Factors:

BA/BS in public opinion, political behavior, marketing research, analytics, or related field.

A minimum of 3-5 years in field of market research or public opinion.

Excellent presentation skills, able to articulate a clear and persuasive argument verbally and in writing to a variety of stakeholders large and small. A passionate advocate of Heritage’s vision and mission.

Proficiency in software for statistical analysis such as SPSS, Stata, etc.

Special skills/requirements:

  • Understand and support the Heritage mission and vision for America, and the department’s goals and objectives.
  • Must have knowledge of the legislative process and major policy debates.
  • Must be able to work in an atmosphere of collaboration, multiple projects, teams and priorities.
  • Strong analytical skills and exceptional problem solving capabilities.
