Description –

The Budget Analysis Division is seeking an analyst to work in its Natural and Physical Resources Cost Estimates Unit.

That unit is responsible for preparing multiyear budget projections and producing cost estimates for legislative proposals that involve many federal departments—including the Departments of Agriculture, Commerce, Justice, the Interior, Homeland Security, Energy, and Transportation—as well as independent agencies, such as the Federal Deposit Insurance Corporation and the Environmental Protection Agency.

The cost estimates prepared by CBO play a critical role in the consideration of legislation by the Congress. The Congress also relies on CBO’s work to prepare its annual budget plans and to review the President’s budgetary proposals. CBO’s analysts work closely with Congressional staff and have wide-ranging responsibilities.

The analyst will be responsible for a portfolio of program areas that may include the National Science Foundation, the National Park Service, the National Aeronautics and Space Administration, federal community development programs, the National Oceanic and Atmospheric Administration, and Indian affairs. The portfolio will be determined at the time of hiring.

Candidates for this position must have a graduate degree in public policy, public administration, economics, or a related field and be able to accurately interpret and analyze legislative proposals.  The position requires academic or professional experience in statistical analysis or in quantitative analysis using spreadsheets, as well as the ability to handle several analytic issues simultaneously. Familiarity with the federal budget process and Congressional procedures is desirable. The ideal candidate will diligently seek answers that identify the potential budgetary effects of legislation and be able to distill that information into a concise, readable format. Because the pace of work is closely tied to the flow of legislative activity on Capitol Hill, candidates must also be able to independently complete written projects under tight deadlines. Strong oral and written communications skills are required, especially the ability to communicate complex material clearly and concisely to colleagues, Congressional staff, Members of Congress, and the public.
