CBO’s Macroeconomic Analysis Division seeks a manager to lead its Fiscal Policy Studies Unit, which analyzes the macroeconomic effects of federal fiscal policy and communicates estimates of those effects to the Congress. 

The unit chief supervises a staff of about eight analysts—most with advanced degrees in economics—and contributes to the division’s management. Key responsibilities include identifying issues in fiscal policy that may require attention and research, providing leadership and direction in that research and in publishing the results, overseeing the development of economic models, and responding to requests from the Congress for information on and analysis of specific topics. 

Members of the unit make important contributions to CBO’s work, as reflected in An Analysis of the President’s 2018 BudgetThe Macroeconomic and Budgetary Effects of Federal InvestmentBudgetary and Economic Effects of Repealing the Affordable Care Act, and other CBO reports. The unit works closely with staff in the division’s Projections Unit and with CBO’s other divisions. 

Collectively, CBO has devoted a significant effort to developing a variety of analytical tools for assessing the economic effects of changes in fiscal policies and for analyzing how such macroeconomic feedback affects the federal budget. The unit’s analyses of issues and legislative proposals provide critical, direct input to the Congressional decisionmaking process.

Applicants must have a Ph.D. in economics and at least 7 years of experience (or a master’s degree with at least 10 years of experience) in analyzing the economic effects of fiscal and other policies. They must be familiar with state-of-the-art macroeconomic models used for policy analysis, such as general equilibrium and overlapping-generations models. The position requires outstanding leadership, research, and management skills and the ability to manage projects and to motivate and direct a strong professional staff. Solid communication skills are essential, especially the ability to communicate technical material in a clear and concise manner both orally and in writing. Candidates must have a deep interest in contributing to the policy debate and the ability to collaborate effectively in a fluid policy environment.
